When it request you to connect Internet, use the "Shift + F10" keyboard shortcut. (Some laptop need to press "FIN + Shift +F10")
In command prompt, enter "
OOBE\BYPASSNRO"Then, the setup wizard will re-run and you have an option to select "I don't have internet"
